It looks like you may have forgotten to set the edge length to 0.5 pixels in the mental ray render dialog. The default is 2.0 pixels, this is isn't small enough to recreate the detail...

Displacement maps create needed geometry at render time to recreate the detail of the high resolution mesh that you created the displacement map from. It doesn't create geometry that you can modify...
