The only times that I can think of that you wouldn't be able to rotate the imported object is when it is the only object in a scene and symmetry is turned on, or you import it on that symmetry line....

For the most part, it's a combination of using the "mask" and "rotate" tools.
Hit Ctr+D to deselect everything. Use the mask tool to go over just the area on the model that you are trying to move....
